Premise
- No human child has been born in eighteen years. Britain is a militarized state corralling refugees into camps. Theo Faron, a depressed government bureaucrat and former activist, is abducted by his ex-wife Julian's refugee-rights group, the Fishes, and asked to procure transit papers for a young African woman named Kee — who is mysteriously, miraculously pregnant.
